New South Wales duty is a flat rate charged across the car's value, and for most cars that single rate is the whole sum. It only gets more involved above a value threshold: past that point you pay a fixed base amount plus a higher rate, but the higher rate applies only to the part of the value above the threshold, not the whole price. So crossing the line nudges the bill up gradually rather than jumping it.

A few vehicle types are kept on the lower flat rate no matter what they cost. Motorcycles, large buses, hearses and vehicles set up for people with disability all stay on the flat rate at any value.

What value is NSW duty charged on?

Duty is charged on the dutiable value. For a new car that's the price you pay, GST included. For a used car it's the higher of the sale price and the vehicle's market value, so writing a low figure on the paperwork for a car that's plainly worth more won't cut the duty, because the revenue office falls back to market value.
