WA vehicle licence duty is worked out as a rate on the full dutiable value, and unlike the tiered states, that rate is applied to the whole value rather than sliced into bands above a threshold. There are three zones by value: a flat low rate up to a lower threshold, a sliding rate through a middle range where the rate rises as the value rises, and a flat high rate once the value passes the upper threshold.

The sliding middle band is the part to watch. Within it, a dearer car is charged a higher rate on its whole value, so the duty climbs faster than the price does. There's no cylinder or emissions factor here; value is all that counts.
